La política exterior de EU y el mapeo del mundo: De murallas insulares

Abstract

La política migratoria insular que ha adoptado Estados Unidos no es resultado de elaboraciones recientes, sino que proviene de una cultura política que si bien está basada en el pragmatismo característico estadounidense, también se apoya en los fundamentos geopolíticos que lo erigen como país dominante y que han estructurado las estrategias de contención. En este sentido, la geografía ha sido el componente determinante en la política exterior de los Estados Unidos por su condición de permanente y por el papel que desempeña al delinear las dinámicas de interacción internacional. Es aquí en donde el concepto de mapeo resulta relevante porque encierra esa dinámica de reconfiguración constante de la territorialidad de acuerdo al contexto internacional coyuntural. La idea de la excepcionalidad estadounidense (The American way) no radica únicamente en la misión histórica que ha asumido como “guardián del mundo”, sino también en la imagen de nación que tienen de sí mismos, manifiesta en la cultura política, y, para los fines de este artículo, en el concepto de Estados Unidos como poder insular de tamaño continental. Un poder que ha predominado en los asuntos del mundo, con un revestimiento de soledad y autonomía que ciertamente le permiten cumplir con sus metas políticas e imponer sus agendas, pero que derivan de manera recurrente en la intensificación de la defensa del interés nacional y la obsesión con garantizar la seguridad nacional, evidente en la guerra preventiva y las murallas anti inmigrantes

The insular immigration policy that the United States has adopted is not the result of modern elaborations, it comes from the political culture based on the American characteristic pragmatism, but it also relies on the foundations of its own geopolitics that have structured the strategies of containment and that allow the US to emerge as a dominant power. In this sense, the US geography has been the fundamental component in the configuration of its foreign policy owing to the implications of its permanent condition and the role it performs in the outline of the international relations dynamics. Hence, the concept of mapping becomes relevant since it encloses the continuous reconfiguration process of the territoriality according to the current international context. The American exceptionality, expressed in the so called American Way relies on the historical mission that the US has assumed as the “world watchdog”; the image of nation that the American people has of themselves, articulated in the political culture and, for the purpose of the article, in the concept of the United States as an insular power of continental dimensions. A power that has dominated the international affairs, under a facade of loneliness and autonomy that certainly allows the US to reach its political goals and impose its agendas, but at the same time, derives constantly on the escalation of the defense of the national interest, and the obsession with guaranteeing the national security, evident in the pre-emptive war and the border wall
